Introduction

On behalf of East London Foundation Trust (ELFT), Compass Wellbeing CIC is inviting local voluntary, community, and social enterprise organisations to come forward to express an interest in providing Community Connector roles, as part of the ELFT’s ongoing Community Mental Health Transformation programme.

Successful applicants will be invited to work with East London Foundation NHS Trust to continue the development of the new model of care. Over the past two years ELFT have worked with a range of providers and partners in co-designing, testing and supporting the Community Connector role. The role is a core member of our Neighbourhood Mental Health teams in the three boroughs and has been essential in supporting the mental well-being of people with complex mental health and social needs in East London.

This opportunity is available for Tower Hamlets, Newham and City & Hackney for a five year period from 1st June 2022. ELFT are committed to developing these roles and are actively considering ways to increase the number of posts in future but this will be dependent on local and national funding opportunities. As such, there is a possibility of additional roles being created which could either be procured through a separate process, or as contract variations through this process.

Community Connector Funding Opportunities

We have allocated an indicative provision for each of the three boroughs as our final provision is yet to be finalised. We welcome applications for either specific Neighbourhood Mental Health Teams (this can be one or more of the Neighbourhood Localities) or a lead provider model to deliver provision across a whole borough.

Providers will need to select and indicate clearly which Neighbourhood Locality, Borough and if applying for more than one Locality. For further guidance please refer to briefing pack. Due to localised nature of the role, we ask that providers apply for provision within footprints that they already have a presence.

Those wishing to make applications as partnership organisations will need to indicate this on the application form, declaring a lead partner.

The award panel for each borough will include representation from both the Neighbourhood Mental Health Teams and/or the Transformation Programme Leads. Applications will be scored and each Borough will then interview the top scoring applications. We hope to award providers by end of March 2022 and exact dates will be communicated as soon as this is finalised.

The salaries for our existing roles are provided in the table below and as a guide we will be using this as an indicative salary.

We are seeking proposals that will ensure community connector coverage of each of the eight neighbourhoods in City & Hackney, and encourage applicants to consider how general support to the neighbourhoods might be combined with support to specific communities, population cohorts or specialist expertise such as employment and benefits advice. This may mean a model that included roles which support a neighbourhood part-time and a specific community or expertise part-time.
